Yes, that's what it means.  I honestly have not touched the xlander code
since we uploaded it to export.lcs.mit.edu back in 1992.  At the time we
released it, we were not aware of GPL.  I'd be happy to see xlander
included as part of Debian, and if it would make things easier, you can
feel free to release it under the terms of GPL.  I'd do it myself, but
I'm not even sure where to find the sources any more...  :-)
