ITargetDetails wraps drop target related information about DragAndDropEvent.

When a ITargetDetails object is used in DropHandler it is often preferable to cast the ITargetDetails to an implementation provided by DropTarget like TreeTargetDetails. They often provide a better typed, drop target specific API.
